Senior Programme Manager (Durable Solutions and DDRR Coordinator)

About the role

The International Organization for Migration (IOM) is seeking a Senior Programme Manager to lead the Durable Solutions and DDRR portfolio in Erbil, Iraq. The role will guide the design, implementation and monitoring of return, rehabilitation, reintegration and long‑term solutions for conflict‑affected populations.

Key responsibilities

• Develop and oversee multi‑year peace, recovery and solutions programmes in coordination with the Government of Iraq and partners.
• Lead DDRR (Disarmament, Demobilisation, Reintegration and Repatriation) activities and durable‑solutions strategies, ensuring sustainability and government ownership.
• Manage programme budgets, reporting, and performance indicators, and provide strategic guidance to field teams.
• Facilitate stakeholder engagement, including UN agencies, NGOs and local authorities, to align interventions with national policies.
• Conduct risk assessments, monitor implementation progress and adapt interventions to evolving displacement dynamics.

Required profile

• Advanced university degree in international development, humanitarian affairs, public administration or a related field.
• Extensive experience (minimum 8 years) in programme management within humanitarian or post‑conflict settings, preferably with DDRR and durable‑solutions components.
• Proven ability to work in multi‑cultural environments and to coordinate with government and international partners.
• Fluent English; knowledge of Arabic or Kurdish is an advantage.
