Senior Monitoring and Evaluation Associate

About the role

The Senior Monitoring and Evaluation Associate will support IOM’s mission‑wide data collection and monitoring activities across Iraq. Working under the Monitoring and Evaluation Officer, the role ensures that project results are tracked against donor requirements and IOM’s Results‑Based Management framework.

Key responsibilities

• Coordinate mission‑wide data collection, field monitoring and alignment with approved Results Monitoring Frameworks.
• Develop and refine monitoring tools, indicator tracking sheets and data collection methodologies.
• Validate, store and analyse monitoring data, flagging gaps or inconsistencies for timely corrective action.
• Support baseline, mid‑term and end‑line surveys, including tool design, data entry and reporting.
• Provide technical coaching to IOM staff and implementing partners on M&E best practices and data quality assurance.

Required profile

• University degree in Monitoring & Evaluation, Statistics, Development Studies or related field with at least five years of relevant experience, or high‑school diploma with seven years of M&E experience.
• Demonstrated experience designing and implementing monitoring plans for post‑conflict or displacement programmes, preferably in Iraq.
• Willingness to travel frequently within Iraq and supervise field enumerators.

Required skills

• Indicator formulation and SMART indicator design.
• Data collection tool development and questionnaire design.
• Data management, cleaning, validation and database maintenance.
• Statistical analysis and disaggregation of results by gender, age and location.
• Report writing, visualization and dashboard preparation for decision‑makers.
