Programme Officer – Displacement Tracking Matrix & Research

About the role
The International Organization for Migration (IOM) is seeking a Programme Officer to lead the Displacement Tracking Matrix (DTM) and Research Unit in Iraq. Reporting to the Head of Sub‑Office in Erbil and under the overall supervision of the Chief of Mission, the officer will ensure high‑quality data collection, analysis and dissemination to support programme design and decision‑making.
Key responsibilities
- Manage implementation of DTM and research activities, providing technical supervision to ensure timely, quality‑assured outputs.
- Identify data gaps, design and adapt DTM methodologies and sampling approaches to the Iraqi context.
- Oversee field data collection, quality assurance, risk management and conduct verification visits.
- Handle processing, storage and dissemination of data, GIS products and dashboards while ensuring compliance with data‑protection standards.
- Lead analysis of primary and secondary data, translating findings into actionable programme recommendations.
- Represent IOM in coordination with government, UN agencies, NGOs and research institutions, negotiating data‑sharing agreements.
- Design and deliver capacity‑building training on DTM and research methods for staff and partners.
- Manage operational budgets, provide technical costing inputs and support proposal development for funding.
Required profile
- Master’s degree in Statistics, Demography, Data Science, Social Sciences or related field (or Bachelor’s with 7 years experience).
- Minimum five years of professional experience in humanitarian or development data collection, monitoring and evaluation.
- Experience with DTM or comparable population‑movement tracking systems and large‑scale surveys.
- Proven ability to supervise multidisciplinary teams and operate in complex, transitional environments.
Required skills
- Statistical software (e.g., SPSS, Stata, R, Python).
- Data‑collection platforms such as KoBo Toolbox and Open Data Kit (ODK).
- Geographic Information Systems (GIS) and data‑visualisation tools for maps and dashboards.
- Strong quantitative, qualitative and mixed‑methods research expertise.
