Senior Accountability to the Affected People (AAP) Associate

About the role

The Senior AAP Associate supports the Monitoring and Evaluation Officer in implementing Accountability to Affected People (AAP) mechanisms across IOM’s programmes in Iraq. The role focuses on strengthening community feedback systems, capacity‑building, and ensuring timely, transparent reporting.

Key responsibilities

• Plan, develop and deliver training on AAP tools such as Community Feedback Mechanism (CFM) and Community‑Based Complaints Mechanism (CBCM) for IOM staff and partners.
• Lead the implementation and continuous improvement of the Mission‑wide CFM, including hotline management, data recording, analysis and response.
• Coordinate the compilation, verification and reporting of AAP‑related information for donor reports and internal updates.
• Support the integration of AAP findings into monitoring activities, learning workshops and evaluation exercises.

Required profile

• Bachelor’s degree in anthropology, law, development studies, political or social sciences (or equivalent diploma with seven years’ experience).
• At least five years of practical experience in designing and implementing AAP frameworks, monitoring/evaluation, and managing CFM teams.

Required skills

• Expert knowledge of MS Office.
• Advanced statistical skills and experience with database management and statistical/project‑management software.
• Proficiency in developing and analysing data‑collection tools in humanitarian contexts.
