About the role
The Senior Monitoring and Evaluation Associate will support the implementation of mission‑wide monitoring activities, data collection and analysis, and capacity building for enumerators in Iraq. Working under the Monitoring and Evaluation Officer, the role ensures data quality, alignment with donor requirements, and contributes to evidence‑based decision‑making.
Key responsibilities
- Coordinate mission‑wide data collection and field monitoring, ensuring alignment with approved project documents, Results Monitoring Frameworks and IOM standards.
- Support the development and implementation of monitoring plans, indicator tracking tools and data collection methodologies in line with Results‑Based Management principles.
- Validate, store and report monitoring data, flagging gaps or inconsistencies and ensuring data integrity and audit‑worthiness.
- Assist in planning and executing baseline, mid‑term and end‑line surveys, including tool design, data collection and drafting of assessment reports.
- Provide technical coaching and on‑the‑job training to IOM staff and partners on monitoring tools, data quality assurance and good M&E practices.
- Facilitate coordination meetings, document lessons learned and support the integration of Accountability to Affected Populations mechanisms.
Required profile
- University degree in monitoring and evaluation, statistics, anthropology, law, development studies, political or social sciences, or related field with at least five years of relevant experience; alternatively, high school diploma with seven years of M&E experience.
- Experience developing and implementing monitoring plans for post‑conflict or recovery programmes, preferably in Iraq.
- Proven ability to supervise and direct data enumerators in transitional contexts and conduct interviews, focus groups and assessments.
- Willingness to travel frequently within Iraq and work in field environments.
Required skills
- Formulating SMART indicators and developing data collection tools.
- Setting up and maintaining organized databases, performing data cleaning and validation.
- Calculating and disaggregating indicators for reporting.
- Producing clear written reports and visualising data through tables, charts or dashboards.
- Identifying implementation issues through monitoring data and proposing practical solutions.
