Senior Institutional Cooperation Expert (EU‑Egypt Project)

About the role

We are looking for a Senior Institutional Cooperation Expert to provide high‑quality technical assistance for the EU‑funded “Egypt Downtown Facility” project. The role focuses on strengthening cooperation between EU and Egyptian public administrations through peer‑to‑peer exchanges, expert missions and capacity‑building activities.

Key responsibilities

• Design and implement technical assistance assignments related to institutional cooperation.
• Facilitate peer‑to‑peer exchanges between EU Member State and Egyptian public administrations.
• Manage TAIEX and Twinning instruments, including expert missions and study visits.
• Organise training sessions and capacity‑building activities for Egyptian partner entities.

Required profile

• Master’s degree in international relations, European studies, public administration, law, political science or a related field.
• Minimum 7 years of professional experience in institutional cooperation.
• Proven experience with TAIEX, Twinning or similar peer‑to‑peer instruments.
• Experience organising expert missions, institutional exchanges and study visits.
• Strong knowledge of EU institutions and Member State public administrations.
• Fluent English (C1); Arabic is an asset.

• In‑depth knowledge of the Twinning instrument.
