QA/QC Manager - Combined Cycle Power Plant Conversion

About the role

A major Combined Cycle Power Plant (CCPP) conversion project in Kirkuk, Iraq, is looking for an experienced QA/QC Manager. The project converts an existing simple-cycle plant with two Siemens SGT5-4000F gas turbines into a combined-cycle facility by installing HRSGs, a steam turbine, an air-cooled condenser and balance-of-plant systems. The manager implements and manages the Project Quality Management System across construction, installation, pre-commissioning, commissioning and handover, ensuring compliance with contractual requirements, international standards, client specifications and regulations while overseeing multiple subcontractors and vendors.

Key responsibilities

• Develop and maintain the Project Quality Plan and site QA/QC procedures; review subcontractor Quality Plans, ITPs and method statements; run regular quality audits and coordinate with the client, consultants, subcontractors and third-party inspectors.
• Supervise quality across civil, structural, mechanical, piping, electrical and instrumentation works, including foundations, steel erection, equipment installation, welding (WPS, PQR, PWHT, NDT, pressure testing) and material traceability.
• Manage brownfield modifications and tie-ins, including shutdown procedures, permits, isolation and documentation of existing plant conditions.
• Monitor subcontractor and vendor quality, coordinate FAT and SAT, and manage non-conformances, corrective actions and quality audits.
• Work with the Commissioning Manager on pre-commissioning and commissioning quality, hydrotesting, flushing, loop checks, punch lists and acceptance documentation.
• Produce quality reports, KPIs and documentation for client and lender reviews.

Required profile

• Bachelor's degree in Mechanical, Electrical or Civil Engineering from a recognised university.
• Extensive experience working directly with EPC contractors on power generation projects, especially combined-cycle plants, HRSG installation, steam turbine erection and brownfield modifications.
• ISO 9001 Lead Auditor certification (mandatory).
• Additional certifications such as CSWIP 3.1, CSWIP 3.2 or AWS CWI are an advantage.
