Project Implementation & Monitoring Consultant – Dohuk

About the role

The International Labour Organization seeks an external consultant to support the implementation and monitoring of a labour‑market integration project in Dohuk. The role focuses on strengthening employment services, work‑based learning and green‑job initiatives for refugees, IDPs, women, youth and host communities.

Key responsibilities

• Conduct meta‑analysis of research, studies and policy briefs on labour‑market reintegration of marginalized groups.
• Organise national and sub‑national consultative workshops with government, social partners and the private sector.
• Develop modelling estimates for decent‑job creation and validate findings through workshops.
• Provide training on refugee, IDP and youth‑responsive policy formulation.
• Facilitate tripartite round‑table discussions and establish a social‑dialogue platform.
• Carry out skills diagnostics for the green economy and identify apprenticeship opportunities.
• Support employer organisations in designing apprenticeship programmes and sign MoUs with selected SMEs.
• Negotiate implementation agreements with TVET centres and enhance public‑employment‑service (PES) centres.
• Deliver training of trainers on Job Search Coaching (JSC) and SIYB methodologies, and monitor participant outcomes.
• Provide entrepreneurship training to 300 entrepreneurs and link them to financial institutions.

Required profile

• Proven experience in labour‑market analysis, project implementation and stakeholder coordination.
• Strong knowledge of green‑economy concepts, green‑job creation and just‑transition principles.
• Experience working with refugees, IDPs, women and youth in conflict‑affected settings.
• Excellent facilitation, training and capacity‑building skills.
