Programme Officer – Rehabilitation, Reconciliation & Reintegration Coordination

About the role

The Programme Officer will lead the coordination of the Rehabilitation, Reconciliation & Reintegration (RRR) programme in Iraq, supporting the return, rehabilitation and reintegration of Iraqi nationals from Al Hol and Al Roj camps in northeast Syria. Working under the overall supervision of senior IOM staff, the officer will ensure holistic assistance through camp management, social cohesion, tribal engagement, prevention of violent extremism and case management.

Key responsibilities

• Coordinate and monitor the implementation of the RRR programme in partnership with the Government of Iraq and other stakeholders.
• Oversee Camp Coordination and Camp Management activities, ensuring safe and dignified conditions for returnees.
• Facilitate social cohesion and tribal engagement initiatives to promote community reintegration.
• Lead prevention of violent extremism components, integrating them into case management and support services.
• Prepare regular reports, data analysis and programme documentation for internal and external audiences.
• Support capacity building of local partners and provide technical guidance on RRR interventions.

Required profile

• Relevant university degree in social sciences, humanitarian affairs, international development or related field.
• Experience working in humanitarian or migration programmes, preferably in conflict‑affected settings.
• Demonstrated ability to work with government authorities, NGOs and community leaders.
• Strong analytical and reporting skills, with fluency in English; knowledge of Arabic is an asset.
