Programme Officer – Displacement Tracking Matrix & Research

About the role

The Programme Officer (Displacement Tracking Matrix (DTM) and Research) will manage, coordinate and oversee the DTM and Research Unit activities for IOM Iraq. Reporting to the Chief of Mission and Head of Sub‑Office, the officer ensures high‑quality, timely data products that support programme design and targeting.

Key responsibilities

• Lead implementation of DTM and research activities, providing technical guidance to staff and ensuring outputs meet IOM methodological standards.
• Identify data gaps, design and adapt DTM and research methodologies to the Iraq context, and oversee field data collection, quality assurance and risk management.
• Manage processing, storage and dissemination of data through databases, GIS portals and information products.
• Ensure compliance with IOM data‑protection principles and research ethics, maintaining confidentiality and addressing compliance concerns.
• Represent IOM in technical coordination with government, UN agencies, NGOs and academic partners, negotiating data‑sharing arrangements.

Required profile

• Master’s degree in Statistics, Demography, Data Science, Social Sciences, Political Science, International Relations or related field with at least five years relevant experience (or Bachelor’s with seven years).
• Proven experience in project development, implementation and monitoring in humanitarian or development contexts, including large‑scale DTM or population‑movement tracking exercises.
• Experience analysing displacement, mobility and migration data, producing analytical reports, statistical profiles, maps and dashboards.
• Experience working with government counterparts, UN agencies, NGOs and research institutions; experience in Iraq or the Middle East is an advantage.
