About the role
The International Labour Organization is seeking an external consultant to support the implementation and monitoring of a labour‑market integration project in Ninawa, Iraq. The role focuses on strengthening employment services, work‑based learning and green‑job initiatives for refugees, IDPs, women, youth and other marginalized groups.
Key responsibilities
- Conduct meta‑analysis of research on refugee and IDP labour‑market reintegration and green‑employment diagnostics.
- Organise and facilitate national and sub‑national consultative workshops with government, social partners and private sector.
- Develop modelling estimates for decent‑job creation and validate findings through workshops.
- Provide training on policy formulation, JSC methodology, SIYB and entrepreneurship.
- Coordinate apprenticeship programmes with SMEs, TVET centres and public employment services.
- Build capacity of PES staff in career guidance, registration and support for displaced youth.
- Monitor project outputs, assess employment outcomes and report progress.
Required profile
- Proven experience in labour‑market analysis, project implementation and stakeholder coordination.
- Familiarity with green‑economy concepts, decent‑work standards and social dialogue mechanisms.
- Strong analytical, facilitation and reporting skills.
