Air Navigation Services Director

About the role

The Air Navigation Services Director leads the safe, compliant and efficient delivery of air traffic services (tower and ground operations) at an airport. This senior position provides strategic and operational leadership, ensuring alignment with ICAO SARPs and national aviation regulations while driving continuous improvement in safety and capacity.

Key responsibilities

• Ensure safe and efficient ATC operations (TWR/GND) in line with ICAO and national requirements.
• Develop and implement operational procedures, SOPs and contingency plans.
• Lead coordination with airlines, airport operators, military units and ANSPs for real‑time and strategic planning.
• Maintain full regulatory compliance, act as focal point for audits and oversee the Safety Management System (SMS) and Quality Management System (QMS).
• Oversee the availability, reliability and compliance of CNS, AIS and MET systems and support modernization projects.
• Lead airspace restructuring, capacity enhancement and infrastructure planning initiatives.
• Manage recruitment, training, performance reviews and succession planning for ATCOs, engineers and MET staff.
• Develop and control OPEX budgets and CAPEX plans for ATC functions.

Required profile

• Extensive experience in air traffic control operations and management.
• Deep knowledge of ICAO SARPs, PANS‑ATM and national aviation regulations.
• Proven ability to lead multi‑disciplinary teams and coordinate with diverse stakeholders.
• Strong background in safety and quality management within aviation.
• Experience in strategic planning, budgeting and project delivery for air navigation services.
