Senior Program Manager – Scholarship & Exchange Programs

About the role

The Senior Program Manager will lead the design, implementation, and evaluation of Amideast Iraq’s scholarship and exchange portfolio. Reporting to the Country Director, this role ensures programs meet donor requirements while expanding funding opportunities across Iraq.

Key responsibilities

• Manage the full project lifecycle: planning, budgeting, implementation, monitoring, evaluation, reporting, and closeout.
• Ensure compliance with donor regulations, Amideast policies, and financial guidelines.
• Develop technical and cost proposals for U.S. Government agencies and other donors.
• Supervise assigned staff, set priorities, provide feedback, and enforce performance standards.
• Oversee scholarship and exchange activities, including outreach, application support, visa coordination, and pre‑departure orientations.
• Coordinate program design and reporting with the U.S. Embassy, Consulate, and Amideast headquarters.
• Lead business development and fee‑for‑service growth efforts through market analysis and targeted outreach.

Required profile

• Senior‑level experience managing scholarship, exchange, or donor‑funded programs.
• Proven ability to develop and manage grants, cooperative agreements, and technical proposals.
• Experience supervising staff and ensuring compliance with organizational policies.
• Strong coordination skills with U.S. government entities and international partners.
