About the role
The International Organization for Migration (IOM) is seeking a National Knowledge and Learning Officer to strengthen institutional learning and knowledge‑sharing across its Iraq mission. Based in Erbil, the incumbent will support Monitoring, Evaluation, Accountability and Learning (MEAL) activities, ensuring that lessons learned and best practices are captured, stored and used to improve programme outcomes.
Key responsibilities
- Develop and maintain a mission‑wide Knowledge and Learning Management system, including repositories, lessons‑learned databases and tools aligned with donor and IOM requirements.
- Plan, coordinate and oversee programme and project evaluations, drafting Terms of Reference, managing external evaluators and reviewing reports for quality and compliance.
- Facilitate research initiatives, needs assessments, outcome evaluations and after‑action reviews, ensuring methodological rigour and ethical standards.
- Transform evaluation findings into actionable learning products such as briefs, success stories and recommendations, and organise learning events (workshops, brown‑bag sessions, annual reviews).
- Provide technical guidance and training on evaluation methods, monitoring frameworks and knowledge‑management practices to IOM staff and partners.
Required profile
- Master’s degree in social sciences, development studies, evaluation, monitoring and evaluation, statistics, anthropology, law or a related field, or a university degree with at least two years of relevant experience.
- Professional experience in MEAL, research or knowledge management within humanitarian or development programmes; experience in an international organization or UN agency is preferred.
- Demonstrated ability to design and manage evaluations, develop TORs, coordinate evaluators and disseminate results.
- Proven experience facilitating organizational learning through workshops, after‑action reviews or communities of practice.
- Excellent writing and reporting skills, with a track record of producing clear evaluation reports and research publications.
