Project Officer – TVET Work‑Based Learning

About the role

The Project Officer will support the implementation of work‑based learning activities under the MASAR project, an EU‑funded initiative to strengthen Iraq’s TVET system and link training to private‑sector demand.

Key responsibilities

• Support planning, coordination and day‑to‑day implementation of work‑based learning activities, ensuring alignment with the MASAR workplan.
• Engage employers, TVET institutions, mentors and public partners to secure quality placements and monitor progress.
• Assist in developing and adapting WBL frameworks, procedures, manuals and quality‑assurance tools.
• Coordinate employer mapping, placement agreements, learner matching and supervision arrangements.
• Monitor learner placements, collect performance indicators and propose solutions to bottlenecks.

Required profile

• Advanced university degree (Master’s) in international development, economics, education or related field, or equivalent experience.
• Minimum two years of experience in project or programme management, preferably in work‑based learning, apprenticeships or career services.
• Experience engaging employers and supporting workplace learning initiatives in Iraq.
• Knowledge of occupational safety, safeguarding and inclusive placement arrangements.
• Ability to collect and analyse placement data and produce lessons learned.
