Project Officer – TVET Capacity Strengthening

About the role

The Project Officer will support the implementation of Expected Result 1 of the MASAR project, strengthening TVET providers in Iraq to deliver inclusive, quality‑assured, employer‑linked training pathways.

Key responsibilities

• Assist in planning, coordination and day‑to‑day implementation of ER1 activities, ensuring alignment with the MASAR workplan.
• Maintain effective relationships with selected TVET institutions and support their ownership of activities.
• Coordinate implementation partners, local consultants and technical experts, ensuring clear deliverables and quality outputs.
• Support institutional capacity assessments using diagnostic tools covering governance, quality assurance, inclusion and employer engagement.
• Help develop and update provider strengthening plans linked to revised curricula and work‑based learning.
• Monitor provider performance, identify bottlenecks and propose practical solutions to keep delivery on track.

Required profile

• Advanced university degree (Master’s) in international development, economics, education or related field (or equivalent experience).
• Minimum two years of progressively responsible experience in project or programme management, coordination or implementation.
• Experience with institutional capacity assessments and improvement planning is desirable.

Required skills

• Knowledge of TVET provider governance, internal quality assurance and employer engagement.
• Ability to use enrolment, attendance, completion and graduate outcome data to identify performance gaps.
