Project Manager – 132kV Transmission Lines

About the role

Lead the tendering process and, if awarded, manage the end‑to‑end delivery of 132 kV overhead transmission lines and associated substations in Basra. The role requires strong electrical engineering knowledge and proven experience in OHTL project management.

Key responsibilities

• Develop full tender packages, including compliance matrices, technical methodology, work programmes, QA/QC and HSE frameworks, and pricing structures.
• Coordinate pre‑bid meetings, site visits, RFIs, and manage bid bonds and insurances.
• Build integrated baseline schedules and cost plans in P6 or MS Project, and implement Earned Value Management.
• Maintain risk, change, and opportunity registers; conduct scenario analysis and mitigation tracking.
• Oversee design reviews, constructability checks, line route validation, and interface with protection, SCADA/OPGW and grid‑code requirements.
• Develop procurement plans for long‑lead items, manage vendor pre‑qualification, inspection, test plans and logistics to Basra.
• Approve method statements, ITPs and supervise construction activities, resource planning, permits and right‑of‑way management.
• Lead stakeholder communication, weekly coordination meetings and maintain a lean communication plan.
• Enforce HSE standards, PTW/LOTO, JSA/HIRA, work‑at‑height and emergency response procedures.

Required profile

• Electrical engineering background (preferred).
• Proven experience managing 132 kV OHTL projects, including tendering and full project lifecycle.
• Familiarity with Iraqi Ministry of Energy specifications and TotalEnergies requirements.
