Programme Officer – Legal and Transitional Justice

About the role
The International Organization for Migration (IOM) in Iraq is seeking a senior Programme Officer to lead its Legal Empowerment and Transitional Justice (LETJ) Unit. The role will shape the unit’s strategic direction, ensure technical quality of interventions and manage a portfolio of donor‑funded projects across Iraq and the Kurdistan Region.
Key responsibilities
- Define and implement the strategic roadmap for the LETJ Unit, aligning the three pillars of access to civic rights, reparations and participation.
- Oversee technical quality and delivery of all active projects, ensuring compliance with donor requirements and IOM standards.
- Manage multi‑donor programmes, coordinate budgets, reporting and performance monitoring.
- Engage with donors, government authorities (GoI and KRI) and other stakeholders to secure support and foster partnerships.
- Lead the harmonisation of legal empowerment and transitional justice activities, adapting to evolving legislative and political contexts in Iraq.
Required profile
- Proven experience managing large, multi‑donor programmes in complex, conflict‑affected environments.
- Strong knowledge of legal empowerment, transitional justice and relevant Iraqi legislation (e.g., Yazidi Survivors’ Law, Compensation Law).
- Demonstrated ability to work with government institutions, donors and civil‑society partners.
- UN P‑3 level or equivalent senior professional experience.
