HSE Officer - Construction Projects

About the role

Fisher HR is recruiting a full-time HSE Officer based in Basrah, Iraq, to support the implementation and monitoring of health, safety and environmental standards on construction projects. The role advises the Company Site Team and contractors, promotes a strong HSE culture and supports environmental and occupational health matters.

Key responsibilities

• Implement the Project HSE Management System on site and supervise contractors' activities from an HSE perspective
• Advise and assist the Company Site Team, supported by the Package HSE Supervisor and Superintendent
• Help implement the HSE Management System, risk analysis, incident analysis, Permit to Work and industrial hygiene measures
• Promote HSE culture through talks and presentations, including the "0 Fatality" program, Stop Cards, Safety and Sustainability Moments and World Day for Safety commemorations
• Ensure contractors adopt similar HSE programs and tools at their sites
• Support environmental studies through risk assessments covering waste management, hazardous material storage and the Permit to Work system
• Assist the Site Medical Doctor with the Health Plan, medical fitness, MEDEVAC procedures, camp audits and medical logistics
• Supervise contractors and ensure compliance with HSE plans, bridging documents and risk assessments
• Take part in inductions, emergency plan development, incident investigations and follow-up on audit findings
• Attend site inspections and audits, prepare daily HSE reports and help use HSE reporting tools

Required profile

• At least 5 years of experience in a high-hazard industry such as construction, oil and gas or onshore plants, including at least 3 years in a relevant role
• Diploma or degree-level HSE qualification, such as an MSc in Occupational Health and Safety or a NEBOSH Diploma/Certificate
• Experience auditing, inspecting and supervising construction activities
• Ability to work autonomously and across different teams, and to act as a role model
• High proficiency in spoken and written English; Arabic is an advantage
