HR Officer

About the role

The HR Officer, reporting to the Senior HR Officer, will manage HR functions at the ICRC sub‑delegation in Baghdad, ensuring compliance with ICRC policies, local labour laws, and humanitarian standards.

Key responsibilities

• Apply staff‑management policies, maintain communication, and ensure compliance with local labour regulations.
• Support recruitment: publish job offers, evaluate candidates, conduct interviews, and manage onboarding.
• Handle employee relations, grievances, and disciplinary processes in line with regulations.
• Assist line managers with performance management, including appraisals and development plans.
• Coordinate learning and development activities, training needs assessment, and workforce development programmes.
• Prepare accurate salary entries, payroll movements, and manage staff loan and advance requests.
• Maintain up‑to‑date HR data in HRIS, manage onboarding/offboarding, and oversee daily worker processes.

Required profile

• University degree or professional diploma in Human Resources or a related field.
• Fluency in Arabic and very good English.
• Minimum 5 years progressive HR experience, at least 3 years as an HR Generalist.
• Strong knowledge of Iraq labour laws and HR best practices.
• Experience in humanitarian organisations is an advantage.

Required skills

• Proficiency with Microsoft Office suite.
• Experience using HR information systems (HRIS).
