About the role
We are looking for an experienced HR Manager to lead all human resources functions within a hospital/healthcare setting in Sulaymaniyah. The role involves overseeing recruitment, employee relations, workforce planning, performance management and compliance with healthcare labor regulations.
Key responsibilities
- Develop and implement HR strategies aligned with hospital objectives and operational needs.
- Manage end‑to‑end recruitment and staffing for medical, administrative and support positions.
- Oversee employee onboarding, training, performance management and retention initiatives.
- Ensure compliance with labour laws, healthcare regulations and internal policies.
- Handle employee relations matters and resolve workplace concerns effectively.
- Monitor workforce planning, staffing levels and departmental HR requirements.
- Develop and maintain HR policies, procedures and employee records.
- Coordinate compensation, benefits administration and performance evaluation processes.
- Support organisational development initiatives and promote a positive workplace culture.
Required profile
- Bachelor’s degree in Human Resources, Business Administration, Healthcare Management or related field (Master’s preferred).
- Minimum 5 + years HR experience, with at least 3 years in the healthcare or hospital sector.
- Strong knowledge of labour laws, HR practices and healthcare workforce management.
- Experience managing recruitment for clinical and non‑clinical positions.
- Excellent leadership, communication and interpersonal abilities.
- Fluent in Kurdish, Arabic and English (written and spoken).
- Preferred: HR certifications (SHRM, CIPD, PHR, SPHR) and experience in hospital accreditation environments.
Required skills
- Proficiency with HR systems.
- Advanced use of Microsoft Office applications.
