Head of Partnership and Programme Support Unit (PPSU)

About the role

IOM, a UN-related organization working on migration, is recruiting a Head of Partnership and Programme Support Unit (PPSU) for its Baghdad country office. Reporting to the Deputy Chief of Mission, the incumbent directs policy analysis, programme support, donor reporting, project cycle assurance, partnership support, monitoring, evaluation, accountability and learning. The post is open to first-tier candidates, especially qualified female candidates and applicants from non-represented IOM member states.

Key responsibilities

• Direct and integrate the PPSU, building a unified system of programme development, partnerships, policy analysis, donor reporting, monitoring, evaluation, accountability and learning.
• Advise the Deputy Chief of Mission on programme quality, funding opportunities, donor requirements and implementation risks.
• Quality-assure project-cycle and programme-quality tools and ensure compliance with IOM policies and donor requirements.
• Drive cross-programme coherence, embedding protection, accountability, gender equality, disability inclusion, localization and environmental sustainability.
• Lead programme development: identify funding opportunities and prepare and review concept notes, project proposals and results frameworks.
• Design and run resource mobilization efforts and represent the office in liaison with donors, governments, UN agencies and implementing partners.
• Coordinate donor visits, programme briefings and external presentations.
• Analyze government policy developments and their implications for the portfolio.
• Pursue joint programming or fundraising with other UN agencies in Iraq.
• Ensure timely, accurate and compliant project-cycle management, donor reporting, grants management and documentation.
• Oversee project revisions, extensions, reporting obligations and project registration.
• Maintain visibility of the project pipeline and advise senior management on performance and funding trends.
• Develop and quality-assure the Monitoring, Evaluation, Accountability and Learning (MEAL) framework.
