International Consultant, Community-Based Planning, Durable Solutions and RRR Integration
OIM - ONU Migration · Erbil
Job description
About the role
IOM Iraq's Peace, Recovery and Solutions Unit (PRSU) is building a new integrated programme structure that brings together its Durable Solutions (DS) and Rehabilitation, Reconciliation and Reintegration (RRR) portfolios. The consultant supports the establishment of a common architecture for programme planning, targeting, monitoring, information management and learning, so that results can be aggregated and compared and the Mission can contribute to its Strategic Results Framework. The consultancy is deliverable-based, estimated at about 66 working days, and is open to international consultants only; it is based in Erbil, Iraq.
Key responsibilities
- Support Initiative 1: harmonize the RRR and Durable Solutions theory of change and develop a mission-wide, SRF-aligned indicator framework.
- Support Initiative 2: develop a unified monitoring framework and standardized information management inputs to create a continuous feedback loop between targeting, implementation, monitoring, case management, referrals and decision-making.
- Support Initiative 3: integrate targeting criteria and territory selection methods through a common territorial planning approach, starting with prioritization at governorate and sub-district levels and allowing programme-specific targeting of communities, households or individuals.
- Identify a standard "common operational unit" that serves as the basis for planning, implementation, monitoring and reporting across intervention levels.
- Work with PRSU leadership, programme teams and technical specialists to coordinate across units, validate methodologies and technical products, and build institutional ownership.
- Participate in technical consultations with government counterparts and external stakeholders when requested, in an advisory and technical capacity only.
The assignment focuses mainly on developing community-based planning (CBP) methodologies, frameworks and implementation guidance for use in new programme cycles starting in 2027.
