Blended Finance Facility Specialist – International Consultant

About the role

The International Organization for Migration (IOM) is seeking an experienced consultant to design and launch a blended finance facility in Iraq. The specialist will work closely with the Central Bank of Iraq, partner banks and development stakeholders to improve access to finance for micro, small and medium enterprises (MSMEs) and vulnerable entrepreneurs.

Key responsibilities

• Develop the blended finance mechanism, including structuring donor catalytic funding alongside commercial loans.
• Conduct market and risk assessments to identify barriers for MSMEs and propose mitigation measures.
• Coordinate with the Central Bank, partner financial institutions and IOM teams to ensure alignment with national policies and banking regulations.
• Engage with target groups (women, youth, returnees, IDPs, climate‑affected communities) to understand financing needs.
• Prepare technical reports, financing models and recommendations for implementation.

Required profile

• Significant experience in banking, SME finance, financial inclusion or blended finance projects.
• Proven track record of stakeholder engagement in development or financial sectors.
• Understanding of Iraq’s financial regulatory environment is an advantage.
