Technical Information Department Manager

About the role

The Technical Information Department Manager will lead the governance, quality, security and lifecycle management of engineering and operational technical information for downstream refinery and petrochemical facilities in Basra, Iraq. The role ensures that all controlled drawings, documents and asset data are complete, accurate, current and readily available to support safe operations and business decisions.

Key responsibilities

• Establish and lead the downstream technical information management framework, including document control, engineering records, technical archives and data standards.
• Administer the approved electronic document management system (EDMS), coordinating availability, backup, recovery and cybersecurity with IT.
• Ensure safety‑critical documents such as PFDs, P&IDs, equipment datasheets and operating manuals are current, controlled and accessible at the point of use.
• Define and monitor data‑quality rules for equipment registers, drawing indexes and vendor data, handling validation and correction.
• Manage technical information for projects, modifications, maintenance campaigns and shutdowns, including handover packages and as‑built documentation.
• Lead verification, acceptance and closeout of project information handover packages and integrate management‑of‑change updates.
• Develop departmental KPIs, audit programmes and remediation plans to maintain information performance.

Required profile

• Minimum 15 years of solid Oil & Gas experience, preferably in downstream operations.
• Proven experience leading document control, technical records or information management teams.
• Strong understanding of legal, regulatory and contractual retention requirements.
• Ability to develop and coach Iraqi national staff and build departmental competency frameworks.
