Social and Solidarity Economy Diagnostic and Policy Development Consultant (Iraq)

About the role

The International Labour Organization is seeking a qualified consultant to support the Social and Solidarity Economy (SSE) Diagnostic and Policy Development project in Iraq. The consultant will work within the PROSPECTS partnership framework to produce evidence‑based recommendations that strengthen inclusive growth and livelihoods for displaced and host communities.

Key responsibilities

• Conduct a comprehensive diagnostic of the current SSE landscape in Iraq, including mapping of cooperatives, social enterprises, and community groups.
• Analyse socio‑economic data to identify gaps, opportunities, and barriers to SSE development.
• Develop policy briefs, strategic recommendations, and implementation road‑maps aligned with the PROSPECTS partnership objectives.
• Engage with government agencies, NGOs, private sector partners, and local stakeholders to validate findings and ensure relevance.
• Prepare and present interim and final reports to ILO, partner agencies, and donors.

Required profile

• Advanced university degree in economics, development studies, social sciences or a related field.
• Proven experience in policy analysis, economic diagnostics, or consultancy on social economy initiatives.
• Familiarity with the Iraqi context, including displacement dynamics and informal sector characteristics.
• Fluency in English; Arabic proficiency is an advantage.
