Lead Consultant – Social & Solidarity Economy Diagnostic (Iraq)

About the role

The International Labour Organization (ILO) seeks a Lead Consultant to design and implement a diagnostic of the Social and Solidarity Economy (SSE) in Iraq and to develop policy recommendations. The assignment supports the PROSPECTS partnership, which aims to improve livelihoods for host communities and forcibly displaced persons.

Key responsibilities

• Conduct a comprehensive assessment of existing SSE structures, including cooperatives, social enterprises, and community groups.
• Analyse the economic, social and regulatory environment affecting SSE development in Iraq.
• Identify gaps, opportunities and barriers to scaling inclusive economic activities.
• Draft a policy framework and actionable recommendations for national and local authorities.
• Coordinate with partner agencies (IFC, UNHCR, UNICEF, World Bank) and local stakeholders to ensure alignment of interventions.
• Prepare and present final reports and briefing materials for the ILO and partner ministries.

Required profile

• Advanced degree in economics, development studies, public policy or a related field.
• Extensive experience in SSE, social enterprise development, or inclusive growth initiatives, preferably in conflict‑affected settings.
• Proven track record of leading diagnostic studies and policy formulation.
• Strong analytical and report‑writing skills.
