Senior Non-Key Expert – Satellite Connectivity & Earth Observation

About the role

DAI is recruiting senior non‑key experts to support the EU Facility Supporting Policy Dialogue and Technical Assistance in Iraq. The assignment focuses on market assessment, engagement opportunities, and EU private‑sector entry for satellite connectivity and Earth observation services in Iraq.

Key responsibilities

• Conduct a comprehensive market assessment of satellite communications, satellite navigation and Earth observation services in Iraq.
• Identify operational gaps, priority use cases and regulatory, institutional, technical and procurement conditions for hybrid connectivity solutions.
• Develop evidence‑based recommendations to inform the European Union Delegation’s decision‑making and future interventions.
• Engage with key stakeholders in high‑impact sectors such as connectivity, energy, critical infrastructure, security, transport and logistics.
• Produce concise reports and briefing notes that summarise findings and propose pathways for EU private‑sector entry.

Required profile

• Advanced degree (e.g., MSc, PhD) in engineering, geospatial sciences, telecommunications or a related field.
• Extensive experience (senior level) in satellite communications, satellite navigation, Earth observation and market analysis.
• Proven ability to work on policy‑oriented technical assistance projects, preferably in conflict‑sensitive environments.
• Strong understanding of regulatory and procurement frameworks for space‑enabled services.

Required skills

• Knowledge of satellite communications (SatCom) technologies.
• Knowledge of satellite navigation (SatNav) and positioning services.
• Knowledge of Earth observation (EO) data and applications.
• Experience with market assessment methodologies and stakeholder engagement.
