Project Manager - POPs and Chemical Hotspots Management

About the role

UNDP Iraq is recruiting a Project Manager for its Integrated Persistent Organic Pollutants (POPs) and Chemical Hotspots Management Project, implemented through an Output Agreement with the Ministry of Environment. The project covers POPs and hazardous chemicals management, high-risk POPs in agriculture and power, and chemical pollution hotspots, and calls for technical assistance, consultancy, equipment procurement, capacity building and remediation planning. The Project Manager is the principal day-to-day focal point for implementation and coordination.

The position reports directly to the Programme Specialist, with matrix reporting to the chief technical specialist of the Environment, Energy and Climate Change (EECC) at UNDP Iraq, and sits in a team of national and international experts working on policy advocacy, capacity building and best-practice sharing.

Key responsibilities

• Lead strategic planning for the project and the formulation and periodic revision of the annual work plan, including budget, HR and procurement plans coordinated with the Country Office Programme, HR and Procurement teams
• Develop detailed implementation plans and provide high-level strategic and technical guidance aligned with UNDP priorities, donor requirements and national frameworks
• Advise management and stakeholders on technical issues, risks and opportunities, and oversee the technical quality of outputs, studies and assessments
• Guide the integration of gender equality, environmental sustainability, social inclusion, human rights and capacity development into planning and implementation
• Support adaptive management and recommend adjustments based on progress and lessons learned
• Provide direction, guidance and direct supervision to UNDP project personnel and undertake technical review of project documents
