Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

About the role

Tearfund Eurasia and North Africa is seeking a qualified MEAL Officer to provide technical support for monitoring, evaluation, accountability and learning across its programmes in Iraq, covering Erbil and Basra.

Key responsibilities

• Lead and implement project monitoring, data collection and MEAL components for Iraq programmes.
• Work with regional and project teams to ensure effectiveness, efficiency and impact in line with donor guidelines and local regulations.
• Travel to multiple governorates (KRI and GOI) to support field activities and stakeholder engagement.

Required profile

• Bachelor's degree in a relevant field.
• Minimum 3 years experience in humanitarian/community development MEAL roles.
• Proven experience with small, diverse teams and field work.
• Fluency in English and Arabic (written and spoken).
• Willingness to travel up to 50% of the time across Iraq.

Required skills

• Strong qualitative and quantitative data analysis and interpretation.
• Experience developing MEAL frameworks, indicator refinement and tool development.
• Proficiency with data management systems, especially Google Workspace.
• Ability to write proposals, reports and manage enumerators/contractors.
