International Expert – TVET Career Development Centers & Sectorial Councils

About the role

UNESCO is recruiting an International Expert to support the implementation of the TVET Reform Programme Phase 2 (TVET 2) in Iraq. The expert will work from Baghdad for an 11‑month non‑staff contract, focusing on Career Development Centers (CDCs) and Sectorial Councils (SC) within vocational schools.

Key responsibilities

• Assist in achieving Outcomes 1 and 2 of TVET 2, particularly the establishment of CDCs and SCs.
• Set up a Ministry of Education/Department of Education CDC technical committee and define its mandate.
• Design and deliver a three‑day workshop for DoE officials and school headmasters on CDC services, structure, resources, monitoring and performance tracking.
• Develop a database template for CDCs to record graduate employment outcomes and monitor progress.
• Establish baseline employment data for the last three years, disaggregated by gender and special needs.
• Facilitate the creation and operation of Sectorial Councils to link private‑sector needs with vocational school outputs.
• Provide guidance on curriculum alignment, labour‑market analysis and quality management within the selected vocational schools.

Required profile

• Advanced degree in Education, Vocational Training, Labour‑Market Studies or a related field.
• Proven experience in designing and implementing TVET programmes, preferably in a reform context.
• Demonstrated experience working with ministries of education or similar governmental bodies.
• Strong background in capacity‑building, workshop facilitation and stakeholder engagement.
• Familiarity with the Iraqi TVET system and EU‑funded development projects is an advantage.
