Human Resources Section Head

About the role

The Human Resources Section Head will lead core HR operations for BCI Iraq, ensuring alignment with business objectives and compliance with local labor regulations. This senior position reports to the HR Manager and oversees a team responsible for payroll, recruitment, employee relations, and development initiatives.

Key responsibilities

• Supervise employee services, payroll, compensation & benefits, attendance, and personnel administration.
• Manage end‑to‑end recruitment, from job description creation to onboarding.
• Ensure accurate monthly payroll, tax, social security, commissions, overtime, and HR reporting.
• Implement HR policies, procedures, HRMS processes, and ensure legal compliance.
• Handle employee relations matters, including investigations, disciplinary actions, and grievances.
• Oversee medical insurance enrollment, claims processing, and contract renewal.
• Support performance management cycles, KPI validation, appraisals, and HRMS updates.
• Develop learning and development programs and support succession planning.
• Prepare HR dashboards and financial scenarios for headcount, payroll, bonuses, and other costs.
• Conduct branch visits, identify HR needs, and coordinate action plans.
• Lead and develop the HR & Administration team to ensure effective service delivery.

Required profile

• Bachelor’s degree in Business Administration, Human Resources or related field.
• 8+ years of HR experience, including at least 3 years in a supervisory role.
• Strong knowledge of Iraqi labor laws and HR regulations.
• Experience with HRMS/HR systems (preferred).
• Professional HR certification is an advantage.
