External Consultant – ECMS Framework Design for Labour & OSH in Iraq

About the role

The International Labour Organization is seeking an external collaborator to lead the design phase of an Electronic Case Management System (ECMS) for labour and occupational safety and health (OSH) inspections in Iraq. The role focuses on creating a comprehensive strategic and operational framework that will enable the Ministry of Labour and Social Affairs to transition to a fully digital inspection process.

Key responsibilities

• Develop comprehensive design documents for the ECMS covering strategic and operational aspects.
• Incorporate inputs from policy, technical, programmatic and technology consultations.
• Produce a demo showcasing the proposed system architecture and functionalities.
• Ensure the framework is demand‑driven, interoperable and user‑friendly for labour and OSH inspection units.
• Support the Federal Government’s preparation for the implementation phase of the ECMS.

Required profile

• Proven experience in designing electronic case management or similar inspection systems.
• Familiarity with labour and occupational safety and health inspection processes, preferably in a public‑sector context.
• Ability to work with tripartite stakeholders and incorporate their validation requirements.
• Strong analytical and documentation skills to produce detailed framework reports.
