Environmental & Social Safeguards Consultant – Enterprise Development Fund

About the role

The International Organization for Migration (IOM) is seeking an international consultant to strengthen the Environmental & Social Action Plans (ESAP) within Iraq’s Enterprise Development Fund (EDF). The consultant will work under the supervision of the EDF Project Officer (Livelihoods) and collaborate closely with the Senior Livelihoods Technical Assistant.

Key responsibilities

• Conduct an impact assessment of current ESAP implementation across EDF‑funded SMEs.
• Develop sector‑specific and item‑specific minimum standards and tools aligned with ESMF guidelines and Iraqi legislation (KRI and Federal Iraq).
• Design and pilot monitoring and evaluation tools for ESAP compliance.
• Provide capacity‑building workshops and training for EDF technical and operational teams.
• Ensure practical, feasible integration of ESAP into EDF operations.

Required profile

• International consultant with proven experience in environmental and social risk management.
• Familiarity with ESG frameworks, ESMF guidelines, and Iraqi environmental and social legislation.
• Experience working with SMEs in post‑conflict or climate‑affected contexts.
• Ability to work under supervision and collaborate with multidisciplinary teams.
