Economic Empowerment Officer (SC8) – Baghdad

About the role

The Economic Empowerment Officer will support Iraq’s Social Safety Net (SSN) transition towards greater livelihood integration. Working with the Ministry of Labour and Social Affairs and the Social Protection Authority, the officer will help design and implement economic empowerment components that link cash assistance to employment and income‑generating opportunities.

Key responsibilities

• Provide technical assistance for the design, piloting and scaling of economic empowerment activities within the SSN.
• Conduct assessments and analyses to identify gaps, targeting inefficiencies and opportunities for livelihood linkages.
• Coordinate with government agencies, UN partners and NGOs to ensure coherent implementation and knowledge sharing.
• Develop monitoring and evaluation frameworks, collect data and produce regular progress reports.
• Facilitate capacity‑building workshops for SPA staff and local partners on economic inclusion strategies.

Required profile

• University degree in economics, social sciences, development studies or a related field.
• Relevant experience in social protection, economic empowerment or livelihood programmes, preferably in humanitarian or development contexts.
• Familiarity with the Iraqi socio‑economic environment and government structures.
• Strong analytical and report‑writing abilities, with fluency in English and Arabic.
