Consultant – Environmental & Social Safeguards for Enterprise Development Fund

About the role
The International Organization for Migration (IOM) is seeking a consultant to strengthen the Environmental and Social Action Plans (ESAP) within Iraq's Enterprise Development Fund (EDF). The role focuses on improving environmental and social risk management for SMEs supported by the EDF, ensuring compliance with ESMF guidelines and Iraqi legislation.
Key responsibilities
- Conduct an impact assessment of current ESAP implementation and perform a desk review.
- Refine ESAP technical processes and develop sector‑specific and item‑specific minimum standards and tools.
- Design monitoring tools aligned with ESMF guidelines and Iraqi legislation (KRI and Federal Iraq).
- Provide capacity‑building training for EDF technical and operational teams.
- Support the operationalisation of ESAP to ensure feasible, practical, and effective implementation.
Required profile
- Proven experience in environmental and social risk management.
- Familiarity with Environmental & Social Action Plans (ESAP) and Environmental and Social Management Framework (ESMF) guidelines.
- Knowledge of Iraqi legislation in both the Kurdistan Region and Federal Iraq.
- Experience working with small and medium‑sized enterprises and development projects.
- Ability to conduct impact assessments, develop standards, and design monitoring tools.
- Experience delivering capacity‑building and training activities.
