Project Evaluation Consultant – Iraq CSO Solidarity Fund (ICSF) Phase 1 & 2

About the role

Oxfam Iraq is seeking an external consultant to lead a comprehensive evaluation of the Iraq Civil Society Solidarity Fund (ICSF) Phase 1 and Phase 2. The evaluation will cover relevance, effectiveness, efficiency, impact and sustainability of the flexible funding provided to local CSOs.

Key responsibilities

• Design and implement an overall, learning‑oriented evaluation using OECD‑DAC criteria.
• Collect and analyse data from ICSF‑supported CSOs, including interviews, surveys and document reviews.
• Identify achievements, challenges, gaps and lessons learned.
• Produce a final report with actionable recommendations for program improvement.
• Coordinate with Oxfam Iraq and partner CSOs throughout the two‑month evaluation period (June‑August 2026).

Required profile

• Proven experience in program evaluation, preferably in humanitarian or development contexts.
• Familiarity with CSO operations in Iraq or similar environments.
• Strong analytical and report‑writing skills.
• Ability to work independently and meet tight deadlines.
