International Migration Data Governance Specialist

About the role

IOM is recruiting a consultant for the International Migration Data Governance Specialist position in Baghdad. The consultancy supports IOM staff on migration and displacement data governance under two EU-funded projects: Awda Amina Phase II and the strengthening of data systems for internally displaced persons referral systems. The consultant works under the direct supervision of the Programme Officer (Demography, Technology and Migration and Research) and the overall supervision of the Head of Sub-Office (Erbil). All managerial, representational and decision-making functions remain with IOM staff.

Key responsibilities

• Help build a framework for data ownership, access, sharing and use across government ministries and agencies in Iraq and the Kurdistan Region, and draft guidelines and MoUs with the Central Statistical Office and data-sharing protocols.
• Draft a Data Integration Framework linking migration management to the National Referral Mechanism.
• Draft a national framework for statistical definitions and concepts, and develop standardized indicators for consistency across agencies.
• Use secondary data analysis to inform policy and help Iraq take part in international migration data forums, and prepare briefing materials for workshops.
• Recommend improvements to data analysis and reporting, and support the publication of periodic statistics online.
• Carry out any other duties assigned.

Required profile

• Master's degree in law, economics, political science, public policy, demography/statistics or a related field with at least five years of relevant experience, or a Bachelor's degree with seven years.
• Proven experience in migration data governance with government bodies, international organizations or think tanks.
• Familiarity with international statistical standards, IOM's Data Protection Principles and other data protection frameworks.
• Familiarity with the Iraqi context and government institutions.
• Fluency in Arabic and English; excellent command of English is required.
• Travel is required.
