Head of Peace, Recovery and Solutions Unit (PRSU)

About the role

IOM Iraq is recruiting a Head of the Peace, Recovery and Solutions Unit (PRSU). Reporting to the Chief of Mission and directly to the Deputy Chief of Mission, the postholder sets the strategic direction, manages and delivers the PRSU portfolio covering livelihoods, community policing, legal empowerment and transitional justice, climate action policy, durable solutions and DDRR, and partnership and programme support. The role also advises the Deputy Chief of Mission and oversees programme quality, compliance and staff supervision.

Key responsibilities

• Develop the unit strategy and results framework in line with IOM Iraq's priorities, and hold accountability for the quality, coherence and timeliness of projects against approved agreements, workplans and technical standards.
• Coordinate with the Executive Office, PPSU, Resource Management, Enablers, Media and Communications, Humanitarian Protection and Disability Inclusion, Migration Health, field and sub-offices, and Regional Office and Headquarters functions.
• Negotiate and sustain partnerships with government counterparts, donors and UN entities, and represent IOM Iraq in technical and coordination forums.
• Advise the Deputy Chief of Mission on peacebuilding, recovery, durable solutions, livelihoods, community policing, legal empowerment, transitional justice and climate- and environment-related mobility.
• Monitor implementation, identify constraints and risks, and coordinate corrective action, escalating policy-significant or high-risk matters to the direct supervisor.
• Ensure programmes are evidence-based, conflict-sensitive, rights-based and climate-informed, with quality assurance applied throughout design and implementation.
• Integrate protection, accountability to affected populations, gender equality, disability inclusion, human rights, social cohesion, climate resilience, disaster risk reduction and localisation across strategies and programmes.
• Coordinate technical inputs to national and UN processes, and integrate protection, AAP, gender equality, disability inclusion, human rights, social cohesion, climate resilience and DRR with Mobility and Pathways Inclusion and Enablers.
• Obtain technical guidance and clearances from RO and HQ, and oversee programme, financial, administrative and risk oversight in line with donor agreements, IOM procedures and safeguarding obligations.
• Strengthen results-based management, monitoring, evaluation, research and organisational learning.
• Supervise PRSU staff, set work objectives, support performance and staff development, and promote collaboration and information sharing.
