Program Property Manager

About the role

The Program Property Manager will be stationed at an Amentum site in Iraq, supporting both the Operations and Maintenance Support Services (OMSS) and the Baghdad Life Support Services (BLiSS) contracts for the U.S. Department of State. The role ensures that all Government property is accurately identified, tracked, and accounted for from acquisition through disposition.

Key responsibilities

• Provide documentation and materials to divisions to ensure legal compliance.
• Conduct random compliance audits across all Iraqi sites and develop corrective action plans.
• Mentor lower‑level property staff and custodians on proper government property procedures.
• Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP).
• Assign and manage Government Property Identification numbers, and track lost, damaged, or destroyed items.
• Coordinate movement of property within and between facilities, ensuring protection during transit.
• Deliver country‑wide property training annually and develop training plans for new hires and refresher courses.
• Ensure adherence to FAR, SOW, SOP, and all Environmental Health & Safety and Quality Assurance requirements.

Required profile

• Minimum five years’ experience with overseas Government contracts, preferably Department of State.
• Strong knowledge of Federal Acquisition Regulation (FAR) and government property management best practices.
• Ability to identify problem areas, recommend solutions, and develop continuity procedures.
• Commitment to maintaining a safe workplace and meeting all EHS and QA goals.
