Technical Assistance Experts for TAFFI 2.0 & ICED Programs (Iraq)

About the role

Adam Smith International is expanding its pool of short‑term technical consultants to support the Technical Assistance Facility for Iraq (TAFFI 2.0) and the Iraq Catalytic Economic Diversification (ICED) Programme. The role involves providing strategic, catalytic assistance to Iraqi federal and regional government institutions.

Key responsibilities

• Deliver technical advice on anti‑corruption, serious and organised crime, cybersecurity, defence and security reform, and economic governance.
• Assist government agencies in developing policies, procedures and reforms that meet international standards.
• Coordinate with donors and implementing partners to ensure coherent support across programmes.
• Provide capacity‑building, training and mentorship to senior officials as needed.

Required profile

• Demonstrated experience working in Iraq or a strong understanding of the current Iraqi political context.
• Proven ability to advise senior government officials on policy and institutional reforms.
• Experience designing and delivering training or mentorship programmes for senior officials.
• Relevant experience with the British Government, FCDO‑funded projects, or similar international development initiatives.

Required skills

• Use of anti‑money laundering and counter‑terrorist financing software.
• Knowledge of cybersecurity frameworks such as NIST, ISO/IEC 27001 and CIS Controls.
• Understanding of cyber legislation and cybercrime law.
• Expertise in criminal justice analysis and intelligence cooperation.
• Experience in defence sector policy development and reform.
• Skills in public financial management, civil service reform and service‑delivery improvement.
