Technical Assistance Experts for TAFFI 2.0 & ICED Programs (Iraq)

About the role

Adam Smith International is seeking experienced consultants to provide short‑term technical assistance for the Technical Assistance Facility for Iraq (TAFFI 2.0) and the Iraq Catalytic Economic Diversification (ICED) Programme. The role supports the British Embassy in Baghdad and the British Consulate in Erbil by advising Iraqi federal and regional authorities.

Key responsibilities

• Assist government institutions in developing anti‑corruption legislation and strengthening financial investigations.
• Provide expertise on anti‑money laundering and counter‑terrorist financing software implementation.
• Identify, prevent, and mitigate cyber threats, including APTs, malware, ransomware and network intrusions.
• Apply international cybersecurity frameworks (NIST, ISO/IEC 27001, CIS Controls) to build local capacity.
• Support defence, security reform, economic governance, public finance management and civil service reform initiatives.
• Coordinate with donors and implementing partners to ensure strategic, catalytic and sustainable outcomes.

Required profile

• Proven experience delivering technical assistance to government agencies on anti‑corruption and illicit finance.
• Strong background in cybersecurity, with knowledge of advanced threats and cyber legislation.
• Familiarity with international standards and best practices for cybersecurity capacity building.
• Ability to work in a multicultural environment and adapt solutions to local contexts.
