Social Policy Consultant – Cash Plus Pilot Coordination

About the role

The Social Policy Consultant will support the implementation of the “Child Plus Benefit” cash‑transfer pilot in Al Muthanna, Iraq. Working under the supervision of the Social Policy Specialist, the consultant will ensure that processes, timelines and standards are in place for smooth delivery to beneficiaries.

Key responsibilities

• Prepare, update and monitor the workplan for the Child Plus Benefit pilot.
• Develop process flows and standard operating procedures (SOPs) for cash payments, including timelines.
• Coordinate implementation with internal units (health, child protection, social‑behavior change) and external partners (DoLSA, DoH).
• Organise and facilitate working groups, cash assistance committees and task‑force meetings.
• Track planning, payments and beneficiary selection, ensuring compliance with SOPs and security measures.
• Support missions for external partners, including trainings, baseline data collection and end‑line assessments.

Required profile

• Advanced university degree (Master’s) in Economics, Public Policy, Social Sciences, International Relations, Political Science or a related field; a Bachelor’s degree with at least two years of relevant experience may be considered.
• Demonstrated experience in social‑policy programmes, cash‑transfer initiatives or child‑protection projects.
