Social Policy Consultant – Cash Plus Pilot Coordination (Iraq)

About the role

The Social Policy Consultant will support the coordination and implementation of the Cash Plus Pilot (Child Plus Benefit) in Al Muthanna, Iraq. Working under the supervision of the Social Policy Specialist, the consultant will ensure that cash assistance processes are well‑structured, monitored and delivered in line with UNICEF standards.

Key responsibilities

• Prepare, update and monitor the implementation workplan for the Child Plus Benefit.
• Develop process flows and standard operating procedures (SOP) with clear timelines for cash payment operationalisation.
• Ensure smooth implementation of the benefit in collaboration with internal and external stakeholders, adhering to SOPs, safety and security measures.
• Monitor planning, tracking and payment processes to beneficiaries.
• Liaise with health, child protection, social‑behavior change teams and local authorities (DoLSA, DoH) for effective rollout.
• Organise and facilitate working groups, task forces and cash assistance committees to track progress.
• Support field teams on beneficiary identification and selection.
• Coordinate missions for external partners, including trainings and data collection for baseline and end‑line assessments.

Required profile

• Advanced university degree (Master’s) in Economics, Public Policy, Social Sciences, International Relations, Political Science or a related field. A bachelor’s degree with at least two years of relevant experience may be considered.
• Demonstrated experience in social policy, cash transfer programmes or humanitarian project coordination.
• Strong analytical and monitoring skills, with the ability to produce clear documentation and reports.
• Excellent communication and stakeholder‑engagement abilities.
