Programs Department Manager – Senior Leadership Role

About the role

SEED is seeking a senior leader to manage its entire program portfolio across the Kurdistan Region of Iraq. Reporting directly to the President, the Programs Department Manager will shape strategy, ensure high‑quality implementation, and represent the organization with donors and authorities.

Key responsibilities

• Provide strategic direction and oversight for all SEED programs, aligning them with the organization’s mission and strategic plan.
• Lead program design, implementation, and monitoring, including quarterly target reviews, monthly field visits, and compliance checks.
• Manage grant and sub‑grant processes, budget oversight, and donor compliance, ensuring timely reporting and stewardship.
• Oversee the Program Development and Management Unit, handling opportunity analysis, proposal development, contract negotiation, and system development.
• Build capacity within the program team and coordinate with MEAL, communications, and implementing departments.
• Represent SEED with donors, government authorities, and coordination bodies.

Required profile

• Senior leadership experience in program management within NGOs or international development.
• Proven track record in grant management, donor engagement, and compliance oversight.
• Strong capacity‑building and coordination skills across multidisciplinary teams.
• Ability to travel for field visits and represent the organization externally.
