International Consultant for Community-Based Planning and Durable Solutions

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to support the development of an integrated programmatic structure for Durable Solutions and Rehabilitation, Reconciliation, & Reintegration (RRR) in Iraq. The role involves technical advisory work, coordination with stakeholders, and delivery of defined outputs over approximately 66 working days.

Key responsibilities

• Assist in designing and harmonising Theory of Change, Results Frameworks and indicator systems for multi‑sector programmes.
• Facilitate technical workshops, consultations and consensus‑building sessions with government counterparts and partners.
• Develop targeting methodologies, vulnerability assessment frameworks and community‑based programming approaches.
• Provide guidance on information management, data governance and monitoring systems to ensure coherent programme implementation.

Required profile

• Master’s degree in International Development, Public Policy, Monitoring & Evaluation or related field (or Bachelor’s plus 8 years experience).
• Minimum 8 years of progressive experience in programme design, strategy development, M&E or programme management in humanitarian or development contexts.
• Proven experience with Theory of Change, Results‑Based Management and multi‑disciplinary stakeholder facilitation.
• Experience working in fragile or post‑conflict settings, preferably in the Middle East.

Required skills

• Advanced knowledge of Theory of Change development and results‑framework design.
• Expertise in MEAL systems, indicator development and logical frameworks.
• Familiarity with Durable Solutions, area‑based and community‑based programming methodologies.
• Strong analytical, research and synthesis abilities; excellent report writing.
• Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with data visualisation or dashboard tools is a plus.
