Deputy Chief Operation Officer

About the role

The Deputy Chief Operation Officer will work full‑time on‑site in Basra, supporting the COO in managing and improving daily operations across all WECO service lines. This senior position ensures that clinical and non‑clinical teams deliver high‑quality, compliant, and technology‑enabled healthcare services.

Key responsibilities

• Oversee and optimise daily operational workflows, resource allocation and performance monitoring across multiple service lines.
• Collaborate with clinical and non‑clinical teams to ensure service quality, regulatory compliance and efficient use of digital platforms.
• Assist the COO in strategic and business planning, including service expansion and operational road‑maps.
• Manage operational budgets, monitor cost controls and drive data‑based improvements.
• Analyse operational data to identify trends, recommend solutions and support the rollout of new services.
• Build strong relationships with internal stakeholders and clients, resolve operational issues and promote a culture of continuous improvement.

Required profile

• Proven operations management experience in multi‑site or multi‑service healthcare environments.
• Strong business planning capabilities and experience contributing to strategic plans and operational road‑maps.
• Analytical ability to interpret data, spot trends and propose practical, data‑driven solutions.
• Finance and budgeting expertise to develop, monitor and optimise operational budgets.
• Bachelor’s degree in business administration, healthcare management or a related field; an advanced degree is a plus.
• Relevant experience in emergency, home‑care or occupational health services.
• Leadership, team‑management and stakeholder‑communication skills suitable for a fast‑paced environment.
• Ability to work on‑site in Basra and collaborate effectively with cross‑functional teams and external partners.
