Consultant – Prevention-Oriented Intelligence-Led Policing & Community Policing

About the role

The International Organization for Migration (IOM) seeks a consultant to provide specialized, time‑bound technical expertise for the "Supporting Community Engagement and Policing in Iraq – Phase II" project. The role focuses on building prevention‑oriented Intelligence‑Led Policing (ILP) capacity and strengthening community policing practices in return and border regions.

Key responsibilities

• Deliver technical assistance to develop and operationalize prevention‑oriented ILP frameworks and risk‑analysis methodologies.
• Design practical tools, procedures, and analytical systems for police and border guard units.
• Support the Community Policing Directorate and Ministry of Interior counterparts in institutionalizing sustainable ILP approaches.
• Facilitate knowledge transfer and capacity‑building workshops for senior police and border officials.
• Provide guidance on integrating community‑policing principles, especially women’s empowerment, into ILP operations.

Required profile

• Proven expertise in prevention‑oriented Intelligence‑Led Policing and intelligence development frameworks.
• Extensive experience with police analytical systems and operational risk analysis.
• Background in capacity development for security institutions, preferably in post‑conflict or transitional settings.
• Strong understanding of community‑policing concepts and gender‑sensitive approaches.
