Programs Department Manager

About the role

The Programs Department Manager will lead SEED’s program portfolio across all sectors, shaping strategic direction, ensuring high‑quality design and implementation, and representing the organization with donors, government authorities and coordination bodies.

Key responsibilities

• Provide strategic leadership and oversight for all programs, ensuring alignment with SEED’s mission and strategic plan.
• Oversee grant and compliance management, donor engagement and private donor stewardship.
• Lead the Program Development and Management Unit in opportunity analysis, proposal development, contract negotiation and program launch.
• Manage budget oversight, resource planning and ensure compliance with donor and SEED regulations.
• Conduct quarterly program reviews, monthly field visits and compliance checks.
• Supervise sub‑grant processes, partnerships and capacity‑building initiatives.
• Coordinate with MEAL, communications and implementing departments to ensure integrated program delivery.
• Represent SEED with donors, coordination bodies and government authorities.

Required profile

• Senior leadership experience in program management within NGOs or development agencies.
• Proven track record in grant management, donor relations and compliance oversight.
• Strong capacity‑building and team‑leadership skills.
• Experience coordinating across multiple departments and external stakeholders.
• Ability to travel for field visits and stakeholder meetings.
