Program Manager – Base Life Support Services

About the role

The Program Manager will be based at one of three Amentum sites in Iraq and will oversee the Base Life Support Services (BLiSS) contract supporting the U.S. Department of State. Acting as the authorized representative of Amentum, the role requires flexibility, adaptability, and a strong focus on safety and compliance.

Key responsibilities

• Maintain a safe workplace and ensure compliance with Environmental Health & Safety and Quality Assurance requirements.
• Provide direct oversight and management of subcontractor‑performed services under the contract.
• Serve as secondary point of contact for contractual and administrative issues, interfacing daily with the Contracting Officer (CO), Contracting Officer’s Technical Representative (COTR), and government leadership.
• Manage and implement the Program Management Plan and support the contract Transition Plan.
• Coordinate with the CO, COR, and Department of State Senior Facilities Manager on growth opportunities.
• Act as on‑site liaison with subcontractors to sustain positive relationships.
• Monitor cost control, financial reporting, budgeting, and overall operating costs.
• Develop, enforce, and improve procedures to increase efficiency and cost‑effectiveness.
• Participate in contract negotiations and changes, and produce required reporting to the COR.
• Oversee recruitment, training, performance assessment, and personnel actions for subordinate staff.

Required profile

• Proven experience managing large‑scale government or defense contracts.
• Ability to act as an authorized representative and make decisions in the absence of senior management.
• Strong knowledge of safety, environmental, and quality assurance regulations.
• Excellent communication skills for daily interaction with government officials and subcontractors.
• Demonstrated capability in budgeting, cost control, and financial reporting.
• Experience developing and executing program management and transition plans.
